

: In a major step towards modernising police infrastructure and strengthening the safe handling of arms and ammunition, the Bihar Police Headquarters has launched an extensive overhaul plan for 50 police lines across the state, including 32 old and 18 newly constructed units. The initiative aims to upgrade facilities ranging from armories to canteens, in line with contemporary security and welfare standards.
Director General of Police Vinay Kumar has issued detailed instructions to all Inspector Generals (IGs), Deputy Inspector Generals (DIGs), and Superintendents of Police (SPs), directing them to carry out a comprehensive assessment of police lines based on 14 mandatory standards. District-wise evaluation reports must be submitted by the end of the month.
Statewide Assessment and Action Plan
A senior Home Department official said that each district has been asked to identify infrastructural gaps, particularly in older police lines, and submit a detailed report to ADG (Modernisation) Sudhanshu Kumar. Once reports from all districts are received, a consolidated review will be prepared at the police headquarters level, followed by a structured action plan to address deficiencies on priority.
“The objective is to bring all police lines up to modern standards and ensure that essential facilities are uniformly available across the state,” the official said.
Focus on Security and Personnel Welfare
A key focus of the overhaul is the secure storage and management of arms and ammunition, making armories safer and more technologically advanced. Alongside security upgrades, the plan also places strong emphasis on improving living, training, and recreational facilities for police personnel.
While 18 new police lines have been constructed in recent years, authorities acknowledge that many of the 32 older police lines lack basic infrastructure, making their upgradation critical. The state government has already begun improving facilities, as reflected in Chief Minister Nitish Kumar’s recent inauguration of a centralized kitchen and dining hall at the Patna Police Line.
14 Essential Facilities Identified
The Bihar Police has identified 14 essential facilities that must be available in every police line. These include:
- Armory
- Dining hall and dry canteen
- Child care centre
- Barracks and family quarters
- Government property store
- Recreation room
- Training area and physical training centre
- Drill nursery
- Synthetic running track
- Mini stadium and playground
- Open-air gym
Special emphasis is being placed on ensuring uninterrupted physical training and basic drills for constables, to maintain their fitness and operational readiness.
Toward a Modern Police Force
Officials said the overhaul reflects the state’s broader push to strengthen police infrastructure in line with evolving security needs and to improve the working and living conditions of police personnel.
With the planned revamp, Bihar Police aims not only to enhance operational efficiency and safety—especially in handling arms and ammunition—but also to create a more professional, fit, and welfare-oriented police force across the state.
